Pakistan Passes Navy Amendment Bill, Dual Citizens Barred, Political Activity Post-Retirement Restricted

In a landmark legislative move aimed at strengthening national defense and institutional discipline, Pakistan’s National Assembly has passed the Navy Amendment Bill 2025, introducing significant changes to the recruitment, conduct, and post-service restrictions within the Pakistan Navy.

The most prominent clause bars foreign nationals and dual citizens from receiving commissions in the Navy, marking a clear shift toward prioritizing national allegiance and reducing security risks.

The bill sets out comprehensive guidelines, including the ineligibility of individuals under 18 for commissioning and a mandatory two-year ban on political involvement for retired naval officers. Violators of this post-retirement clause may face up to two years in prison, a move aimed at maintaining the neutrality of the armed forces.

The amendment introduces strict penalties for offenses such as:

  • Leaking classified information – punishable by up to 14 years imprisonment

  • Corruption and bribery – now attract heavy sentences

  • Defamation via social media or digital platforms – up to two years imprisonment or fines

The legislation also empowers the Navy to retain personnel till the age of 60 during wartime or national emergencies and allows naval forces to support national development, disaster relief, and internal stability efforts.

A key clause grants legal protection to all prior naval regulations and directives, shielding them from judicial challenge, further fortifying military command authority.

This bill underscores the government’s commitment to enhancing discipline, safeguarding national secrets, and preventing political influence within the ranks of the Pakistan Navy.
