Saudi Arabia has approved the inclusion of Pakistani-origin holders of Pakistan Origin Cards (POCs) in Pakistan's allocated Hajj quota for the 2027 pilgrimage, allowing eligible POC holders to perform Hajj under Pakistan's quota for the first time.
Under the new arrangement, one percent of Pakistan's overall Hajj quota will be allocated to POC holders. Based on the available quota figures, approximately 1,792 Pakistani-origin POC holders could be eligible to perform Hajj through Pakistan's quota in 2027.
The facility is intended for foreign nationals of Pakistani origin who previously held Pakistani citizenship but later surrendered their Pakistani citizenship and passport.
Applications Through Government and Private Hajj Schemes
POC holders will reportedly be able to apply for Hajj through both the government and private Hajj schemes.
Their participation, however, will remain subject to the issuance of a Saudi visa and compliance with all applicable legal and administrative requirements set by Saudi authorities.
Pakistan's Ministry of Religious Affairs is expected to issue detailed terms and conditions for POC holders on its official website. The application process will also incorporate requirements prescribed by Saudi Arabia's Ministry of Hajj and Umrah.
The Ministry has directed relevant authorities to create awareness among eligible Pakistani-origin individuals about the new facility, its conditions and the application procedure.
A Pakistan Origin Card is issued to eligible foreign nationals of Pakistani origin who meet the requirements under relevant Pakistani laws. Under the new policy, eligible POC holders will have the opportunity to perform Hajj under Pakistan's allocated quota.
