The Sindh Assembly has passed the Local Government Amendment Bill 2026 amid strong opposition protests and noisy scenes in the house.
Under the amended law, the outgoing mayor will assume the powers of an administrator after the local council’s term expires and will continue in the role until the newly elected mayor takes charge.
Sindh Home Minister Zia Lanjar presented the bill in the assembly. Opposition lawmakers protested against the legislation, reached the speaker’s dais and tore copies of the bill.
According to the bill, outgoing elected local government representatives will continue working as administrators until the newly elected mayor assumes office.
The amendment also states that the deputy mayor will serve as the convener of the council and preside over its meetings.
Union council chairpersons will also be responsible for identifying illegal constructions and informing the Sindh Building Control Authority (SBCA).
The bill further introduces a conciliation forum, which must be established within 90 days.
