Can Pakistanis Move to Germany Without a Job Offer? What Are the Opportunity Card Rules?

Germany has introduced the Opportunity Card (Chancenkarte) as a route for qualified and skilled workers from non-EU countries, including Pakistan, to enter Germany and look for employment.

One of the key features of the Opportunity Card is that eligible applicants can travel to Germany without having a job offer in advance and legally search for employment for up to one year.

Who can apply for the Opportunity Card?

Applicants with a recognised university degree or vocational qualification may qualify for the scheme. Those whose foreign qualifications are not fully recognised in Germany may also qualify through a points-based system.

Points are generally awarded based on factors such as age, educational and professional qualifications, work experience, German or English language skills and previous lawful residence in Germany.

Applicants generally need at least a recognised two-year vocational qualification or a recognised university degree, German language skills of at least A1 or English at B2 level, and a minimum of six points under the points system.

Applicants under 35 can receive two points, while those aged 35 to 40 may receive one point.

Financial requirement in 2026

For 2026, applicants must demonstrate financial resources of at least €1,091 per month.

The requirement can be met through a blocked account in Germany, a declaration of commitment from an eligible sponsor or, in certain cases, confirmed part-time employment.

What can Opportunity Card holders do in Germany?

Opportunity Card holders can work up to 20 hours per week on a part-time basis. They may also undertake trial work with a potential employer for up to two weeks.

If an applicant secures employment, the Opportunity Card does not automatically turn into a work permit. The applicant must apply for an appropriate residence title before the card expires, including options such as a skilled-worker residence permit or an EU Blue Card, depending on eligibility.

Applicants are advised to verify their qualifications and provide all required documents and proof of financial resources.

The Opportunity Card does not guarantee a job, free accommodation or government financial assistance. Applicants should also be cautious of fake job offers, unverified blocked-account services and unauthorised agents promising guaranteed visas or employment.
