Kite Flying Returns to Punjab After 25 Years Under Strict Government Regulations
After a long gap of 25 years, kite flying has officially returned to Punjab with the provincial government issuing a detailed ordinance to regulate Basant celebrations under strict safety rules. The legislation, signed by Punjab Governor Sardar Saleem Haider, revives one of the province’s most cherished cultural traditions.
According to the ordinance, kite flying is now conditionally allowed across Punjab. The government emphasized that the revival of Basant aims to preserve Punjab’s cultural heritage while ensuring public safety and preventing tragic incidents seen in the past.
Strict Penalties for Violators
The new law introduces stringent penalties for those who violate the regulations. Offenders may face three to five years in prison and fines of up to Rs2 million. All offences under the ordinance will be non-bailable, and law enforcement has been authorized to search any suspicious place or residence without prior notice.
Ban on Dangerous Strings and Age Restrictions
Kite flying will only be allowed with thread-based strings, while metal, chemical-coated, or sharp-edged strings are completely banned. The use of any hazardous material will result in strict punishment.
Children under the age of 18 are prohibited from flying kites. Minors violating the rules will face a Rs50,000 fine for the first offence and Rs100,000 for the second. If the minor fails to pay, action will be taken against the father or guardian.
QR Code Registration and Seller Tracking
For transparent monitoring, the government has introduced a comprehensive registration and QR-code tracking system.

Kite-flying associations must register with the district’s deputy commissioner.

Kite and string shopkeepers will be officially registered.

Every kite will carry a QR code identifying its seller.

Manufacturers of kite strings will also be registered and monitored.
The government will also promote whistleblowing, encouraging citizens to report violations.
Safety Rules for Motorcyclists
The ordinance mandates strict safety measures for motorcycles during Basant to prevent accidents caused by stray strings — an issue that previously led to several fatalities.
Cultural Revival Under CM Maryam Nawaz
The revival of kite flying is part of Chief Minister Maryam Nawaz’s initiative to reintroduce Punjab’s traditional cultural festivals, many of which have faded over the past three decades. Officials say the controlled return of Basant marks a new chapter that balances celebration with safety.
