The Senate on Tuesday passed a sweeping finance bill after a debate that ran past midnight, handing the government a narrow but symbolically important win as the opposition walked out in protest of a late-hour amendment.

The legislation sets minimum tax floors for the highest income brackets and broadens the documented-filing net — measures the finance ministry says will widen the base without raising rates on the middle class.

Whether the treasury has a mandate by Thursday morning is a different question — and three cabinet ministers already know the answer they do not want.
